Can I grab it after then or do I need permissions from the host/site that bought it?
What if I don’t use those services that cost money to grab them?

You can attempt to register the domain after it expires. It is important to understand that the current owner is entitled to a redemption period in which they can renew their domain even after it has expired. It is always worth a shot if there is a domain you really really want, but it often does not work out so don’t get your hopes up. If you need help with domain name registration contact me.
