Q- Can I buy that domain name exactly at midnight of 30th July or there is someway where that owner will renew before expiry ? Its bought from a cheap provider.

It depends on where the domain was purchased. Some companies have a ‘waiting period’ which doesn’t allow anyone to purchase the domain for a specific period.
